Reforming Bermuda’s Public School System

Preparing young people to compete locally and contribute globally

About Education Reform

Bermuda is reforming its Public School System; providing the people of Bermuda with an education system that they can trust and believe in, and that enables students to achieve great learning and life outcomes.

The reform process impacts all aspects of the education system, including school structure with the phasing out of middle schools, our curriculum, teaching methods, school buildings, communications and governance. Plan 2022: Bermuda's Strategic Plan for Public School Education has been a guide to determine what changes are made in our system.

So far, education reform has seen us:

Change the Education Amendment Act 2021 - Legislation to transition away from a three-tiered education system with middle schools to a two-tiered system without middle schools and introduce Signature Schools at the Senior Level.

Establish Learning First - Bermuda’s School and System Redesign Program where we collaboratively design an authentically Bermudian, best in class school system. The Learning First programme involves teachers, school leaders and members of community and industry working on behalf of the country to bring about the changes we want to see in public education.

Co-design and open Signature Schools - engage with the community on what the foci of new Signature Schools should be and collaborate with teams of educators and committed community members on their design. Learn more here

Consult and engage on Parish Primary Schools - undertake a consultation and announce decisions on the creation of Parish Primary Schools, an Exceptionalities Signature School and an Alternative Signature School. Learn more here

Establish an Education Authority - an authority to oversee the running of the BPSS, ensuring the highest standards and ambitions are kept. Learn more here

These reform initiatives aim to provide students with a 21st Century education system that prepares them for the future world of work and ensures that all students are educated to lead personally and professionally, compete locally, and contribute globally.
